These documents govern the lab. Each is published in the hub and hash-anchored in the Ledger; the anchored copy is authoritative. Changes land as new anchored versions, never silent edits.

Independence Policy
Funding rules, the three-tier conflict-of-interest standard (disclose-and-recuse), continuity arrangements and their current status, and the no-token decision.
Disclosure Policy
How findings reach maintainers before publication: private courtesy window with the full draft and raw artifacts, dated public windows, and the correction-on-the-record commitment.
External reviewer seat
An external reviewer — the seat is vacant at launch and being recruited — will hostile-read every commissioned assessment, verify claims against the anchored evidence, and record a named ruling in the report's methods section. The seat carries a binding veto: until it is filled, no commissioned assessment is issued. Terms and fee are identical for every candidate and public.
Mechanism inventory
Every operational claim we make — liveness observation, chain catalog, dormancy banner, key escrow, release monitoring, timestamping, consistency gates — tied to a running implementation on record or a dated plan. Nothing here is implied to exist before it does.

Why governance is public
A measurement lab's only asset is that its constraints are believable. Believable means checkable: the rules are published before they bind, anchored when they change, and written to be enforced against us — including by the people we assess.
